St Anna Pedestrian/Cycle Tunnel in Antwerp is 572m long and runs under the River Scheldt. There are lifts and escalators at each end.
These signs show the rules for using the tunnel.

Top right is "no vehicles except for cycles".
Bottom right is a speed limit of 5km/h (less than walking pace) which has been covered over with a limit of 10km/h (which is still a very slow cycling speed).
